Forwarding to LD # on PRI

I have a customer that is located on the other side of the state from me and I'm trying to set up a forwarded extension so that I can make some test calls. I have remote access and have pointed one of their DIDs to a test user I set up. I can set the forward to an 800 number and the call goes through, I can have it call a local number, but if I try to forward to my shop number or any other long distance number it just rings and never is connected. If the IPO was blocking the long distance calls, I would expect to get the turkey tone. How can I narrow down where the call is ending? Im not a wiz with monitor but it looks like the call is going through to the provider.
