Forwarding to ACD 1

I am trying to be able to allow calls to be forwarded from our in room dining 3903 to an ACD where guests can choose from a list of external phone numbers. If I dial the ACD DN everything is fine. If I try to forward a call to the DN I get a fast busy right after I push the done button. What am I missing?
 
CS1000 sees ACD as an External number. CFXA is necessary in the CLS of the forwarding telephone.
 
In LD23 change MWC to YES

Thank you for the suggestions. I tried both of these and I am able to set up the forwarding, however the calls are forwarded to the voicemail of the set that is forwarding. I need the calls to go to the ACD so the caller can make their selection.

7000 is Voicemail.
 
Problem solved. I set the ACD MWC to Yes, but the set that I was testing this change on had voicemail. The set for in room dining does not have voicemail. Once I tried the forward on the set that did not have voicemail it worked. Thanks
