Forwarding outbound emails from a specific user

I'd prefer to do this at the server level but have also explored doing this at the outlook level. For compliance in our industry we need to make sure all emails are sent to another offsite email address for archiving and compliance checking. Incoming emails are no problem because I just setup the compliance address as a alternate recip in exchange 5.5

My question is, how do I get so when a specific user sends an email that it'll bcc or forward a copy of that email to a specific address. This address is outside of our organization.

Is there a 3rd party plugin that might do this? I found outlook rules in 2k3 but nothing that would work in 2000.

Have you looked into the "Journaling" feature?

I'm currently making a copy of all messages that cross the gateway to a public folder.
