forwarding out emails using Outlook and Exch 2003

I just recently upgraded to Exchange 2003 from 5.5. A few users had Outlook 2000/2003 rules set up where all emails that came in were forwarded out to an external email address. This worked fine until going with Exchange 2003. Now, the forwarding rule will not function anymore. Any ideas?

Have you tried setting up the a forward rule on the unique users in your Exchange server?

The only thing I've tried is deleting and re-creating the forward rule within Outlook. Can this be set up within Exchange 2003? If so, I'm not sure how to do that...
