Forwarding messages with CATEGORIES intact

Is it possible for customized categories in Outlook 2007 to be forwarded when a message that uses the category is forwarded? They seem to get stripped out upon forwarding and I can't locate a setting that allows this.

I see

"Sending and receiving categories
By default, categories are stripped from outgoing mail and incoming mail
Can be allowed through policy (for Reply and Forward only)"

Generally "can be allowed through policy" means the customization wizard, so I'd look there.
