Forwarding HTML Attachments

We have reports that are generated as HTML files. These reports are then sent out as attachments. At this point we have no problems. It's when we then forward those e-mails with attachments to other people that there appears the problem. The person recieving the attachment sees the attached file. And a paper clip also appears in the Mail View. But when the file is clicked on so that the user can detach or launch it, they do not get those options. They pretty much just get the same options from right clicking on any part of the document.

Is this a bug in Lotus R5? or is it a setting that is wrong?
