Forwarding emails without attachments (Exchange 2010)

I have a Exchange 2010 server with a piece of software that automatically checks email from certain accounts and prints the attachments. What I would like to do is if the email does not have an attachment, forward to another account. The software cannot do this, is there a way in Exchange to check and forward?

Not that I'm aware of. You would be limited to whatever functionality exists in Transport Rules. See
