Forwarding email from a specific domain to two mailboxes

Is it possible to forward emails coming into exchange 2003 from a specific domain to multiple email account without setting up Outlook rules?

Example we have a general email address but we are looking for emails from one or two specific domains. Instead of monitoring all the junk in this general mailbox we want to be able to somehow filter out those specific domains and forward them on to a personnel expecting info from these domains. Is there a way to do this on the exchange side?
