Forwarding & Ringing Issue M2008

I have an issue with the forwarding not going to the operator. I will post the TN. Also, the phone rings twice, then stops for 2 rings (while the outside caller continues to hear ringing) then starts to ring twice more at the extension and then hungs up the outside caller, no forward to operator. This is from an outside cell phone calling in if that matters. I've put the RCO 0 to RCO 1 reading that this might help the number of rings issue, but it hasn't. There was also something about CFN0 and CFN1 I also read too, but am still confused.

So is the operator at ext 8000 then? Whatever 8000 is, will be the forwarding destination based on what you have set up.
 
Yes, 8000 is the forwadring number. The issue I'm having is that the extension 8489 does not ring long enough and when it finishes the 2 short rings, it hangs up on the caller without forwarding to the operator at 8000.
 
We cannot see the way the numbers are set up on the phone, does the number appear on other phones, or just this one TN? If on others, where is it MARP'd to?
Is the forwarding issue only with this phone / number combo, or is the problem on other phones too?

I also have been having an issue with extension 8494 (Directors Phone) having a message light, but there is no message when I check the voicemail. I am able to delete the message light with the MCK key, but the message reappears twice a day... once in the morning, and again in the afternoon at the same time everyday.
 
See if this DN appears in any other mailbox. Hopefully you do not have an old voice mail system still plugged in so it can broadcast that it has a voicemail.
 
What command would I use to increase the number of rings? I need 4-5 rings. And what reason would the call be dropped and not be forwarded to the operator at ext. 8000?
