Forwarding a group of users sent mail to a internal mailbox in exch 03

I need to have a group of users outgoing mail forwarded to an internal mailbox for admin review. I thought about creating a rule in Outlook to do this but there are a lot of users that need to have this done and PCs are always being swaped around. This could be a lot of administration. Can anyone think of a way I can do this with out using client side rules?

Also they want all the sent mail in one mailbox. They don't want to look at each individual's sent items.

We are using exchage 2003 sp2 on win 2003.

You need to add the administrator as a member of the specific mail group you are receiveing mail from. Any incoming mail from any user, so long as all the users are part of this group, you, as the administrator will be able to monitor the mail as well.
