Have a customer that has an Merlin and I just want to say I know nothing about Merlins, but we are upgrading them shortly to a new system, but in the meantime we help them when we can with the old system.

The customer wnats to know how a call can be forwarded to one phone and then another, and can this change be made from the console phone..?

You can create a linear hunt group, and put all 3 extensions into it. Call the extension number for the hunt group, and the phones ring in the order that you input them. No answer can cover to a mailbox associated with the group.

You can add a Primary Coverage button for the 1st extension with delayed ring to the 2nd extension, and a Secondary Coverage button for the 1st extension with delayed ring to the 3rd extension. Calls to the 1st extension ring after a delay on the 2nd extension (and continue to ring on the 1st one), and after another delay start ringing on the 3rd extension (but continue to ring on the 1st and 2nd extensions). Unanswered calls will cover to the mailbox for the 1st extension.

TouchTone, can this change be made from the console..?

The group programming must be done from the console, the coverage buttons can be done through the console or directly at the 2nd and 3rd extensions.
