Forwarded or Forbidden link?

Our website is developed and hosted externally. There is a link on there which accesses one our web services (IIS6): It use to work all the time but now its very temperamental, sometimes it works and other times it will just not connect giving the following errors:

Firefox 3.0: Redirect Loop - Redirection limit for this URL exceeded
Microsoft Internet Explorer 6/7/8 - Internet Explorer cannot display the webpage

Nothing has changed our end, the hosting and developing company are not being very helpful and to be honest, I do not think they know what the problem is and neither do I! I am just after some possible reasons to this issue. I have used a Firefox add-on called LinkChecker and it reports that this link is a 'forwarded or forbidden link' What does it mean by forwarded or fobididden link?

I have just checked on and it reports: "Error: 302 Found"

I have looked into the error but still do not really understand it. Wikipedia says the following:

"This is the most popular redirect code[citation needed], but also an example of industrial practice contradicting the standard. HTTP/1.0 specification (RFC 1945) required the client to perform a temporary redirect (the original describing phrase was "Moved Temporarily"), but popular browsers implemented it as a 303 See Other. Therefore, HTTP/1.1 added status codes 303 and 307 to disambiguate between the two behaviors. However, the majority of Web applications and frameworks still use the 302 status code as if it were the 303."

Meaning that the site has been moved and the link has not been updated? Can someone clarify for me please, this really is not my field!
