Forwarded Email is Scrambled

I'm using Publisher 2003 to create a product email document that's sent out to a customer list on a weekly bases. Before sending , I send it my email first to proof. I noticed that if I open the email and forward it, some of the contents are scrambled like a horizontal line may have brakes.

Any ideas?
