Forward unanswered extension to another

The system is a Norstar 824 DR5. I forward extension 27 to ext 22 if busy or not answered. I would like *22 (voice mail) to answer if 22 is busy or no answer. When I call ext 27 it transfers to 22 okay but when the call is transferred to voice mail the main system mailbox (operator's) is the one that gets the call.
If I call extension 22 directly and there is no answer (or busy) it transfers to the correct mailbox. I'm guessing it has something to do with the operator getting all calls after a certain number of rings but I can't find a way to change this. I've searched the manual and can't find any reference to this.
Any help would be appreciated.

When a call is forwarded to another station, and that call is directed in programming to go to voicemail on a no answer condition, the original station is the mailbox that gets the call. If station 27 has no mailbox associated with it, the call will go to General Delivery. Create a mailbox for station 27, and leave the forward no answer to 22. Then unanswered calls will fall back to mailbox 27
