1. You will need atleast 2 CO lines in order to make it work.
this will use both lines for the duration of the call.
2. Press the FWD/DND button (If there is no pre-programmed button I will post how to program one below)
3. Press the desired CO line button (caller is automatically put on hold).
4. Dial the desired phone number to call (OPTION: you can inform the called party that you are transfering a call to them)
From here on I am not 100% sure of the exact steps but will list 2 options you will have to try them out to see which works.
5.1. Hang up and the partys should be linked. RESULTS: A- Both LEDs should turn solid (means they are connected). B- If they both go out you might have the optional card installed that will not tie up the co's when forwarded to an outside line) C- If only the CO light goes out it didn't work try option 5.2.
5.2. Press the original callers button then hang up. RESULTS: same as above.
What phone system are you using? Are you trying to forward to an outside line through the phone system or through the VPS as a custom service menu item? Outside to outside line transfers must be enabled in class of service to work. There is usually a volume drop associated with CO to CO transfers. The newer Pansonic KX-TVS --5 series VPS and the XT-TDA give you the ability to do EFA transfers on the same CO line.
