Forward to an external number

Good afternoon,

Is it possible to setup a permanent call forward to an external number without requiring it be tied to a phone?

As an example, we have an option on the Auto Attendant that says something to the effect of "please press 2 for our east side office". Currently, selecting "2" would transfer the caller to an extension, and the phone tied to that extension is set to always forward to an external number.

It works, but it seems kind of messy, and a waste for a phone to be used only as a forwarder. Is there a way to link an internal extension directly as an external phone number?
 
Make option 2 a system speed call then you do not require a phone
