Forward to an Application

CS1K running 7.5 with CallPilot. I have 38 phones that I would like to FDN and HUNT a single application for a recorded message. Everything I try sends the calls to voicemail and I get the message that, that ext isn't a subscriber. I know I can build 38 SDN's in CallPilot but is there a better way?
