Forward Phone to Outside Line

How can I forward a phone so that it would ring on the user's cell? I found certain things in regarsd to this in the manual, but it seems as though ceratin features are disabled which would allow me to do this.

It's a Nortel Norstar. How can I tell what software version?

You can write down what it says on the side of the PMCIA card in the software cartrige.
