Forward on busy?

Hello,
If one user is on his phone and the forward on busy is set to ring another extension. If that extension is also busy will the caller be sent to the first users VM. If this is possible can the forward delay be set to zero rings. Will this affect the standard forward delay in capabilities. Can this be left to four rings or will this have to be changed each time it needs to be used.

Okay, if you have an extension 224 fwd no answr/ fwd on busy to another extension 225 the call will forward to the 221 then follow to FNA or FWD on busy of that phone to the voice mail and play the greeting of ext224.

So.... ext 224 FNA to 225 in 4 rings. Fwd on Busy to 225. (there is NO delay). Then ext 225 is FNA to the 1st port of the vmail in 2 rings for instance.
The call comes in and rings 224.. 224 is on the phone, the calls goes to 225 after half a ring.
No one answers at 225. The caller hears two rings and then 224's personal greeting.

Yes call forwarding on the first phone would send the call to the second phone, whatever call forwarding is in effect at the time would send the call on to the next forwarding step. If that step is voicemail the system will send the call to the originating extension vm number. as far as changing to zero rings that would be the call forward on busy under terminals&sets->capabilities, your user won't be able to change it on the fly other than the feature 4 (forward all calls) or feature 9 8 4 (NAM forward to voicemail)
BTW: I do not know off the top of the head how many forwards can be made before the call returns to the first extension but if the call was transfered to the first extension by a receptionist then the transfer callback timer in System Programming->Feature settings would return the call to the original transferrer.
