Forward from Public Folder

I've seen articles on the web about a feature in exchange 5 that would forward a copy of messages put into a public folder. I have looked high and low and can not find where to set this in EX2003Ent. Was this feature removed? If not could someone point me in the right direction. I can forward to excahnge user or smtp address, id prefer the smtp but what ever works is good enough.
