forward email from specific addressees in E2k3

We have a number of mailboxes where we have a requirement to forward copies from specific addressees to a centralised mailbox. Specifically incoming customer mail would be redirected for appropriate distribution. Without forwarding everything at exchange level, or creating individual mailbox rules is there a policy / filter or similar that can be applied at exchange level?
 
The only hare-brained idea I can think of is to add those domains to Sender Filtering in the Global -> Message Delivery settings and then set the archive path to something that would be appropriate. Problem is that I don't know whether the Sender Filtering archive is a file or a mail folder. If it's the latter, you may be able to make it a particular mailbox or group address.

There are probably 3rd party tools that would accomplish this, but there's nothing naturally suited for this in the basic Exchange install.
