formula translation

I need to know what this formula is doing so I can verify based on the results if it is working:

=SUMIF(Headcount!$B:$B,$A153,OFFSET(Headcount!$F$3,0,COUNTIF(Headcount!$3:$3,"<=" & VALUE("09/01/" & RIGHT(D$151,2)))))

B:B is the RANGE -- what does this range represent?
A153 is the Criteria Value for the RANGE -- what is the value? does this value exist in B:B?
OFFSET should return a SUM RANGE that corresponds to the same number of cells as the RANGE. -- what is in row 3? what is in column F?

Please post a sample of your table.
