what is the proper formula for finding the percent of two variables

Example:

number in c3 is 24, number in d3 is 3, but these cell values change. the end result in e3 should be the what percent of c3 is d3.

or what percentage of 24 is 3?
 
Thanks but unfortunately the percentages are not based on a standard 100 units. the number that is the total number changes as well as the part number.

 
There is only one kind of percent, it means literally per hundered. In strict decimal terms it is the ratio of 2 numbers times 100 (3/24) 100 = 12.5% or 12.5 per hundred.
