forms6i rel 2 ifdug60.dll is not valid window image

hi all!
i'm trying to install forms6i rel 2 on my winxp p4 machine. the installation didn't create any errors but when i try to run form designer i got the error about ifdug60.dll file. i've replaced the file from the installation cd also but unable to get rid of this problem. please help me urgently. i've also searched the net for this file but no vain.
