Formatting time milliseconds and nanoseconds

Is there an API that allows me to format the time in milliseconds and nanoseconds? example: 22:10:50.00100:00
 
Unless you have an add-in clock, nanoseconds would be (at best) useless. If you have some add-in clock board with that accuracy, it may/probably/shoulda/woulda/coulda have software to use it. There may be a routine in there to show thinggys like nanoseconds. For whatever part of the time variable you choose to display, it is easier to just use the standard format function and build our own.
