Formatiting a decimal number within a formula 1

I have a number that is recognized with decimals and commas...that I want to compare to a string that has no decimals nor commas....

ex: 200308 is compared to 200,308.00

I need to format the number so that they are equal!!

Should be easy, just not sure how to do it.
