Formating hard drive (winxp)

I'm runing winxp. I have a 4g hard drive, and i would like to format the drive for files and pictures.
Can I just install the hard drive and use winxp to format the drive?
 
Yes.
Make sure the jumpers are set correctly as to the device role: Master or Slave, and for Western Digital drives, whether the drive is part of a multi-drive setup. (If your primary original drive is Western Digital, a jumper setting may be required for it as well).

Start the machine and check immediately in BIOS setup that the drive is recognized properly in all respects.

The boot into Windows. right-click My Computer, Manage, Disk Management, and find the new drive in the table by scrolling if necessary. Use the Disk Management tools to partition and format the drive.
