Format with multiple columns and show the chart

We are using Crystal Report XI.

I am creating a report with a detail section using multiple columns and chart below displaying info from the detail section.

Is there a way to split the data between columns and allow for the chart to be on the bottom of the same page.
For example, if there are 4 values - list 2 in the first column and 2 in the second.


It was suggested to try a subreport but this did not work. In addition it was suggested to extend the page footer to force the second column but this pushed the chart to the second page.
