Format reports

I am trying to design a corporate style for viewing my reports. I have changed the back color property for all headers, footers and detail to what I want but when I run the report (which perhaps may only have a couple of entries of data) I get this large white area between detail and report footer. Does anyone know how to solve this?
 
It is very unusual to have a large amount of back colour on a report. Back colour is usually achieved by changing the paper colour! Also, unless you print on pages larger than those you intend to use, you will get a paper-colour border of varing widths around the page, even with the most expensive of printers. Furthermore, coloured ink is one of the more expensive consumables. Are you sure that this is what you want to do?

I think you are right and I it would be better to try another solution. I do have a print friendly version of the report which avoids the use of large amounts of color ink. All that said I would be interested to know if it is possible to do what I asked in my orginal question.
 
You would need to use a background graphic for the form. Something quite small with tiling may suit.
