Format report to print 2 page letter

I have a report that is a form letter sent out to physician's offices regarding patients referred to them. The letter is usually one page, but sometimes can be two. I need the top margin on the first page to be 3", as the letter will be printed on letterhead. However, if there is a second page I don't want the top header to be 3". I have a PhysicianID Header and Footer that holds the office information and the letter text. The detail section holds the referred patient info.

Instead of setting the print margin to 3", play around with the height of the Report Header - leave 2" blank space at top and set the print margin to 1".
 
Thanks for your reply. This works great for the first letter, but after that all the letters only have a 1" margin on all pages. This report runs hundreds of letters. Some will be one page. Some will be two. I need the first page to always have a 3" space at the top and the second page to always have a 1" space at the top. What do you think?
 
I have figured this out. I eliminated the Report Header. I left a 2" space above the first field under my Group Header. This added additional space to my 1" margins on the first page of all my letters.
