Format of email Outlook 2002

Is there a way of making it so that even if someone sends you an email in plain text, when you reply the format of the email is always automatically set to rich text?

You don't want to do that. Only Outlook supports RTF format so if you send to someone that doesn't use Outlook then they're only going to receive it in plain text anyway.

Not only that, but if it was sent to you in plain text, the sender mail only support plain text.

You can manually change the format on each message, however.
