Format hard disk with Terminal of Mac OS X?

I am just a plain Mac OS X user who would like to format a hard disk (PhatNoise DMS 20MB) attached via USB. I need two partitions (260MB and 18.4GB) in the FAT 32 (MS-DOS) format. Can I achieve this goal using the Terminal of Mac OS X (Panther) and if yes - which commands do I have to use? Thanks for any help!
