format error (wrong ms dos version)

I tried to do a clean install on an IBM thinkpad. I am trying to install Windows ME. I downloaded a boot disk from Bootdisk, then transfered it to a CD, but the CD will not boot. I am able to boot it to a fixit utility, and then run fdisk, but I am unable to format the drive after that, I continually get an error. I am able to get to setup on the ME disk, but that then requires a largest executable size error. Any suggestions on how to get the drive to format to accept ME?
