Form won't submit

We've created several pdf forms with the intention of saving the fdf server side. I have a script I found on planet pdf that works fine when using full version acrobat. However, when we open the pdf forms in a pc that only has reader, it won't let you sign or submit the form. It returns a "This operation is not permitted" error message when trying to submit, and when I view the document properties, it specifies that submiting, signing, commenting, and document assembly are not allowed. We created these in Adcrobat 6, and we never set any such permissions. I went back and redid a form in Acrobat 5, and it still happens. However, when I use the example provided by PlanetPdf, their form worked fine. So, what am I doing or not doing. Is there something I can set in the form to fix this?
