Form will not allow update

I have created a form based on information from two tables using a query to access information from both tables. One is called contracts the other Matters. They contain a common field which I use to Link them - Matter ID. In the relationships window I have specified that all records from matters are to be shown and only those from contracts in which Matter ID is equal is to be shown.

Referntial Integrity is to be enforced including cascading updates and deletions. For some reason when a new record is added the Matter ID field in contracts is not working. (I could not set contracts up as a subform because I needed to have some fields display when a certain value in another field is displayed.) When I try to enter new information that would go on the contracts table I get an error message that says a related record is required in matters.

How can I fix this?
