Does anyone know how I can submit a form to muliple gruopwise email accounts in a department from a website and each recipient would be able to know if that mail is opened by another recipient? I do not need them to know who, just that it was opened.

I am considering using a php or cgi script and the form is in html.
 
Well, I'm not a GroupWise person. But typically, no. If you send an email to multiple people, each gets a copy of the email, and the server retains per-user info such as read state.

You could, theoretically, take a page from the spammers, and embed an image in the email using beaconing. That would tell a backend server that the mail was opened. But many systems are starting to block beaconing in an effort to reduce spam.
