Form Setting to allow scrolling left to right 1

I am looking at a form in MS AccessXP.
The scroll bars are set to Both yet when the form is opened in form view the scroll bars go away. Where can I find this setting which is repressing the scroll bar so I can shut it off?
 
Scrollbars (vertical or horizontal) only appear if necessary - that is, if the data exceeds the horizontal/vertical dimension of the form, control, whatever. Is this not the case in your form?

I don't know of a way to force the scrollbar to appear at all times.

There are fields well to the right of the visible portion. The forms scrollbar setting is to both. I am thinking that maybe it has something to do with the security settings which suppress alot of options when opening the database as a user. Any ideas where this suppression might be?
 
There could possibly be some code switching off the scroll bars in the OnOpen event of the form or whatever.

I finally found the issue.
I set the Resize form property to "no". For some reason when this was set to yes it would not allow the scroll bars in spite of them being set to both.
