Form saved to TXT file suddenly stopped!

Hi folks;
We've been saving an on-line employment application form to a comma delimeted TXT document for the past year. I upgraded to Windows 2000 (IIS 5) and BOOM, the form won't submit. Oh, sure, it now will submit to an Access form, but our other programmers are allergic to Access.
I've loaded FP extensions, renamed the files, recalculated the web, re-pubbed it repeatedly, and sacrificed two small farm animals to the the gods of data, but to no avail.
Am I missing something way too obvious?
Thanks for any insight!
