Form not submitting on first mouse click?

I have a user who tells me that they must click the Submit button more than once to make the form "submit". The form uses the standard <input type="submit" value="Submit"> button, the form tag is the standard <form name="acct_form" method="post" action=", and there is no form validation scripts on the client.

I can't duplicate the problem and have advised the user that it's more likely a problem with their PC/modem/ISP/browser settings (he tells me it happens on both dial-up and DSL) than with the web page.

Has anyone experienced a similar problem and if so, did you find a cause and/or solution?

That's what I keep saying. It's the only thing I can't eliminate from the equation. I've tried it on my system using the same browsers as the user, the same settings, dial-up and DSL - and I don't have a problem. It's possible that he has a wierd firewall or proxy setting that he's failed to tell me about but even at that, there's no possible way for a web page to compensate for things like that.
