Form focus locked 2

Good Morning.
I have a form that has a combo box, and everytime the combox is updated, a second (Reason form) form pops up and request for a reason of the update. I have taken out the Min Max Buttons and the Close button so that users HAVE to enter a reason. But I also want to make the Reason form to have the focus locked, what I mean by this is the user can not click back the first form and continue, so when the user try to click the first form to get focus, it will not do anything until it have a reason is entered then a submit button would be visible to click and to close the form. Can I make the Reason form to have the focus locked until a reason is entered and the submit button is clicked??

Make the modal and popup properties of the Reason form, Yes.
