Form Action for e-mail

I'm pretty new at web design and need some help. I have a form on my site and want viewers to be able to respond. My host provider shows cgi-bin for my service as e-mail only. My understanding was that this meant I could have viewers respond to forms by e-mail. I have requested the information from him to go in Form Action tag several times and get no response. Does this mean I'm supposed to know what to put there? Or do I need to ask him again? Please help!
