Form 9i is not fitting in the Browser

i created a form in 9i have about 20 fields. on FormBuilder mode i can see all the fields. but at runtime i have to scroll right and down to see the fields. is there any way to bring the full form infront of browser.

i have seen an 9i application at runtime the browser will be minimised but the form will be floting on the screen. how to do this..?? this will really help to solve my prolem.
