Forcing users to use local replica

Is there a way in Domino that I can use to enforce that all my users use their local replicas. I would want to prevent the users from having access to the server replica to reduce bandwidth usage. Is there a way to enforce this in Domino?
 
There is only one way I can think of - create a Location that specifies that the user has connectivity, but that his mail is stored locally.

That way, users can still access the server for applications, but will be checking their mail only at replication intervals.

But nothing is going to prevent a user from opening his mail db on the server if he wants to, all he needs to do is create a bookmark on it and open that.

You might want to look more towards networking solutions, like putting some gigabit switches in strategic areas of the network to seperate traffic, and maybe upgrading your server connection to fiber optics.
