Forcing ISL files to be copied to MICROS WS4's

In many, many restaurants, we continue to find where our ISL file (and associated ini file) is not getting copied to WS4/WS5 terminals at random. It is usually the case where one or two of the terminals do not copy down the files via the CAL service but the rest do. In some places, it is all terminals. Restarting the CAL service on the server doesn't force it down. Is there any other way to force the micros server to copy to every terminal? If it is erroring out somewhere, is there an error log on the serve that would show if the CAL service is not working correctly?

Is there any other non-micros way to send a file to a CE device from the server via a network share or batch script of some kind? Is it possible to replicate the way CAL does it? I just really need to find a way to install my scripts remotely and when micros won't push down the files to the terminals, remote installs always fail.
