Forcing frame page to show Greek (charset=iso-8859-7)

I am working on a site created with frames (atually, it uses frames within frames). Some of the frame pages are in other languages e.g Greek.

When viewing these pages you have to right click on the page and change the encoding manually. The header of the page has the correct chartset:
<meta http-equiv="Content-Type" content="text/html;charset=iso-8859-7">

How can I force this frame page to show the correct coding or is there another way to make the Greek text display correctly?
