forcing bbc.co.uk into a frame

Is it possible with activex to prevent content from breaking out of a frame (such as

http://www.bbc.co.uk)

and over writing the frameset page that contains the frame

It look under normal circumstances you cannot deny a web page from writing its html document to the top window in the stack

Any insights would be very much appreciated as i have no knowledge of activex
