Forcefully rejected connection

I am trying to install a program using the vendors setup.exe but I am getting the following error.

BACKUP info: I have Solaris 10, with Sybase 12.5.4 in a
V440 SUN box.

The Error. . .
The attempt to connect was forcefully rejected.
The installation cannot continue.

What is forcefully rejected???

I can loggg into the box via SSH,Telnet,FTP.
I FTP a file from my local PC with no problems.
I also checked the target folder and the user has full access to it drwxrwxrwx etc.

I think it could added security that I need to change but not sure what to change or add.
