Forced answered on a 3904 but no on a 2616

I have a Queue with only two phones for Service Desk. One is a 2616 and the other a 3904. While in the 3904 the called is forced with a buzz tone in the 2616 it keeps bussing until it is answered. I want the 3904 same as the 2616. Any ideas??

RNGB Idle off hook or busy on other line
FITA - this will cause to ring every ring cycle - other wise would just get one ring.

FITA requires OPT = DBA in ld 15

I assume they are in the same queue ld 23 and forc is NO?

I allready chg it but the problem still
