Force users to remove metadata before sending documents offsite

Two part question:
We are looking for a tool that will automatically run some type of metadata cleaner on a document when it is attached to an email. We are currently running Office 2000 and WordPerfect 10 (yes we are a little behind). We also use Interwoven FileSite, so whatever we do has to work with that.
1. Any recommendations? Any pans? We are looking at Workshare, Payne, and iScrub. We also looked at 3BClean, but it's way too expensive.
2. Upgrading to Office 2007 and/or WordPerfectX4 is an option. Is there is a way to FORCE the document inspector tool to run when a file is attached to an email, or force a conversion to PDF? If we just tell our users to use the tool, it will never happen.

We don't want to encrypt, it is necessary that recipients of the documents can easily open and read them.
