force screen saver or shut down monitor

I have an interactive logon policy applied.
Everytime the machine re-start or user logs off, the "interactive logon" message box appears.

I also have a "screen saver" enabled, so it will lock out after sometime of inactivity.

Problem:
the screen saver doesn't kick off, the IL box takes priority and the monitor is “on” all night showing that box.
I even try changing the "power options" on the machine itself but still nothing happens.

How do I shut down the screen or kick the screen saver?
 
What I do is-

1) In Display Properties>Screen Saver>Power>Power Schemes, set to Always On
2) Set the Turn Off Monitor to Never

3) Do NOT allow hibernation.

It works for me.

Let me give it a try. I'll set that on right now and see how it works.

I tested this on my machine and works fine.
but still doesn't work for a couple of machines.
Any other ideas?

Do you have a separate policy for admin vs users? If so, look there.

No, I don't have a separate policy.

Again, as long as I DO NOT log off or reset the machine the screen saver kicks. Otherwise, the interactive logon message box takes precedence and it'll stay till press any key.
Once I press any key (and goes to the logon screen and the IL box disappears) then, screen saver will take effect.
